Where to live

Living in Naples: Neighborhoods, Costs and Daily Life (2026)

By Vincenzo GrecoFacts checked October 24, 2026

The short answer

Naples is divided into 10 municipalità (city districts), and your address decides your residence office and your local health district. Average asking rent was €14.7 per square meter a month in the third quarter of 2026 (Idealista), and a monthly ANM transit pass costs €35. Several western neighborhoods lie in the Campi Flegrei volcanic area, so check an address against the civil protection plans before you sign.

How Naples is organized

The Comune di Napoli (City of Naples) is divided into 10 municipalità (city districts). Each groups several quartieri (neighborhoods) and runs its own counter for residence registration. The city's stradario (street directory) shows which municipalità a street belongs to.

The historic center has been a UNESCO World Heritage site since 1995. The protected area covers 1,021 hectares, centered on the old city inside the Aragonese walls. Its history runs back to the Greek Neapolis, founded in 470 B.C.

Which neighborhoods to consider

Newcomers asking where to live most often mention Vomero and Chiaia; Posillipo and Fuorigrotta also come up. The table sets out what official sources say about each: transit, health district and volcanic planning zone.

AreaMunicipalitàTransitASL districtVolcanic planning
Vomero and Arenella5Metro Line 1 crosses the Vomero hill; Vanvitelli station connects with the Centrale and Chiaia funiculars27Partly in the Campi Flegrei red zone, partly in the yellow zone

Fuorigrotta and Bagnoli10Line 6 starts at Mostra in Fuorigrotta25Both in the Campi Flegrei red zone; Bagnoli in the bradyseism intervention zone

Line 1 also runs through the old center to Garibaldi, where it connects with national and high-speed trains. A home near a Line 1 station connects you to both the center and the hill.

Visitors often ask whether the streets around the Central Station, at Piazza Garibaldi, are safe. Visit any address at night before you commit, and read the safety data below. The volcanic zones are explained further down.

What it costs to live in Naples

Idealista put the city's average asking rent at €14.7 per square meter (m²) a month in the third quarter of 2026. That was 0.4% lower than the previous quarter, though the province of Naples was among 14 provinces at record rent levels. These are asking prices in listings, before condominium fees and utilities.

The rent line is a simple multiplication of the city average, a starting point for a budget rather than a quote. For food, utilities and taxes, see Cost of Living in Italy. The lease process itself is in Renting in Italy.

Getting around: metro, funiculars and buses

ANM, the city transit company, runs Metro Lines 1 and 6, the funiculars, city buses and the Alibus airport shuttle.

  • Line 1: Piscinola, in the north, to Centro Direzionale, with 20 stations. Sunday to Thursday, the first trains leave at 6:00 a.m. (Piscinola) and 6:15 a.m. (Centro Direzionale), and the last at 10:30 p.m. and 11:00 p.m. On Friday and Saturday the last trains leave at 1:20 a.m. and 1:32 a.m. Trains come every 10 minutes until 8:00 p.m., then every 14.
  • Line 6: Mostra, in Fuorigrotta, to Piazza Municipio, with 8 stations. Trains run every 20 minutes, from 7:10 a.m. to 9:10 p.m. on weekdays and only until 2:50 p.m. on weekends.
  • Funiculars: Centrale, Chiaia, Montesanto and Mergellina link the center with the hill. Together they serve 16 stations and carry about 60,000 passengers a day. Mergellina is the only one not yet fully accessible.

ANM posts temporary changes on its site. In late October 2026, for example, it scheduled Line 1's last trains before 10:00 p.m. on 8 weeknights for line checks. Check before you rely on a late train.

Fares as of October 2026. ANM tickets work only on ANM vehicles; integrated tickets combine services of different operators within the city.

Buy passes from sellers authorized by Unico Campania, the regional fare consortium. ANM tickets are also sold in the ANM GO and UnicoCampania apps. Campania residents who qualify by age, income (ISEE) or disability can get a subsidized annual pass for 10% or 35% of the price.

Two rules catch newcomers:

  1. Validate every time. Tickets and passes must be validated at every metro entry and kept until you exit.
  2. Contactless is not everywhere. Tap&Go lets you pay with a contactless bank card. ANM lists it on Line 1, Line 6, the funiculars, the Monte Echia lift and Alibus. Buses are not on that list.

Riding without a valid ticket costs the single fare plus 100 times the single fare. Paying within 60 days cuts that to a third, with a further 30% off within 5 days.

Healthcare: ASL Napoli 1 Centro

Public healthcare in the city is run by ASL Napoli 1 Centro, the local health authority. It splits Naples into 10 health districts:

DistrictQuartieri
24/73Chiaia, Posillipo, San Ferdinando (and the island of Capri)
25Bagnoli, Fuorigrotta
26Pianura, Soccavo
27Arenella, Vomero

31Avvocata, Montecalvario, Pendino, Mercato, San Giuseppe, Porto
32Barra, San Giovanni a Teduccio, Ponticelli
33Vicaria, San Lorenzo, Poggioreale

Once you are enrolled in the Servizio Sanitario Nazionale (national health service), you choose a family doctor through the ASL's Portale Salute del Cittadino. Enrollment itself is explained in Registering With the SSN.

The ASL's own hospitals include the Pellegrini, San Paolo, San Giovanni Bosco, Ospedale del Mare and Santa Maria di Loreto Nuovo. At night and on holidays, when your doctor is unavailable, the ASL points you to 118 and the guardia medica (out-of-hours doctor service). For English speakers, see Finding an English-Speaking Doctor in Italy.

The offices you will deal with

The questura (state police headquarters). The Questura di Napoli is at Via Medina 75. Its Ufficio Immigrazione (immigration office) is at Via Galileo Ferraris 131. It takes applications Monday to Friday, 8:30 a.m. to 2:00 p.m.

Under national law, you apply within 8 working days of entry to the questura of the province where you are. The permit should be issued within 90 days of the application (Legislative Decree 286/1998, article 5).

Permit cards are handed out Monday, Tuesday, Thursday and Friday, 2:30 to 5:00 p.m., per the questura's notice of October 16, 2026. City residents collect at the Ufficio Immigrazione. Some residents of other towns in the province collect at their local police station instead. To find your office, date and time, enter your practice number on consegnapermesso.it. More in the permesso di soggiorno guide.

The anagrafe (registry office). You declare residence within 20 days of moving in, at no cost. The city registers you within 2 working days and checks the requirements within 45 days. You can file by PEC (certified email) to cambi.residenza@pec.comune.napoli.it, or at your municipalità's counter.

The city also offers online filing through ANPR, the national registry portal. Its own page says that service is not open to foreign citizens who have never been registered in an Italian anagrafe. If that is you, file by PEC or at your municipalità's counter.

What to attach:

  1. The residence declaration form, signed by every adult moving in, with a copy of each adult's ID.
  2. A copy of your registered lease (or deed or loan-for-use agreement). An unregistered lease will not do.
  3. The owner's consent form, where the city's checklist asks for it.
  4. For non-EU citizens: your passport and your permit (or, for a first work or family permit, the post office receipt for your application), plus translated and legalized civil status and family records.

The city's non-EU checklist covers four situations: a valid permit, a permit being renewed, a first work permit and a family reunification permit. If you are waiting for a first permit of another type, ask your municipalità's counter what to bring before you file. The national process is in Registering Residency in Italy.

Living with the volcanoes

Naples sits between two volcanic areas, and the national civil protection department publishes plans for both.

Campi Flegrei. This volcanic caldera stretches west of the city, from Monte di Procida to Posillipo. Its last eruption was in 1538. The alert level was raised from green to yellow in 2012 and is still yellow.

The ground has risen more than 150 cm since 2005, a process called bradisismo (bradyseism). It comes with shallow earthquakes that are easily felt and can damage buildings. The strongest so far, magnitude 4.7, struck on July 31, 2026; by August 1, 26 people had been reported injured.

The plans divide the area into zones:

ZoneWhat it meansNaples neighborhoods
Red zonePreventive evacuation if an eruption alarm is declaredSoccavo, Pianura, Bagnoli, Fuorigrotta; parts of San Ferdinando, Posillipo, Chiaia, Arenella, Vomero, Chiaiano and Montecalvario
Yellow zonePossible heavy ash fall, with temporary relocations24 quartieri, including Arenella, Chiaia and Vomero
Bradyseism intervention zoneArea of the emergency plan for earthquakes and upliftBagnoli, parts of Soccavo/Pianura and Posillipo

Vesuvius. Only parts of Barra, Ponticelli and San Giovanni a Teduccio, in the east, fall in the Vesuvius red zone.

Before you sign a lease, check the address on the civil protection maps. In the bradyseism area, Decree-Law 140/2023 provides for seismic vulnerability checks on private buildings; ask the landlord whether the building has had one.

Climate and summer heat

ISTAT, the national statistics institute, puts Naples' long-term average temperature at 16.4°C (61.5°F), for 1981 to 2010. Recent years run hotter: every year from 2016 to 2023 was above that average. In 2023, Naples recorded 37 more tropical nights than its 1981 to 2010 average, the largest rise of any regional capital.

Il Sole 24 Ore's 2026 climate index, built on 2015 to 2025 weather data, ranks Naples 24th among provincial capitals. When you visit apartments, ask about air conditioning and shutters.

Safety

Il Sole 24 Ore's 2026 crime index is based on crimes reported to police in 2025. It ranks the province of Naples 12th in Italy, at 4,435.3 reports per 100,000 residents. Milan, Florence and Rome rank 1st to 3rd.

The pattern is specific. The province ranks 1st for motorcycle theft, 2nd for car theft, 4th for bag snatching and 5th for street robbery. It ranks 16th for pickpocketing, 11th for homicide and 85th for home burglary.

In practice, that means secure parking matters if you keep a car or scooter. Keep your phone and bag secure on the street. The scams and pickpocketing guide covers common tricks.

Getting to the airport

Naples International Airport, at Capodichino, handled a record 13.3 million passengers in 2025. In 2025 it had direct routes to New York (Newark and JFK) and Philadelphia, and added Atlanta and Chicago. Check current schedules before you plan around them.

The Alibus shuttle runs from the airport to the Central Station in about 15 minutes, and on to the port in about 35. Buses come at most 15 minutes apart, from 5:30 a.m. to midnight from the airport. A ticket costs €5.00 and can be paid with Tap&Go. The integrated version, also €5.00, covers 90 minutes of onward city transit. Ordinary passes are not valid on Alibus.

Common problems and fixes

A fine on the bus. Visitors report being fined on city buses over tickets. ANM does not list buses among its Tap&Go services, so carry a validated ticket or a pass.

Contactless charges you did not expect. Others report metro or Alibus charges higher than the fare. ANM's Tap&Go FAQ explains pre-authorizations and charges. If you ride daily, a monthly pass avoids the question.

No way to file residence online. ANPR is closed to foreigners never registered in Italy. File by PEC or at your municipalità's counter.

A lease that is not registered. Naples asks for a copy of your registered lease. Ask the landlord to register it before you file for residence.

No train home. Line 6 stops at 2:50 p.m. on weekends, and Line 1 sometimes closes early for line checks. Check ANM's notices before evening plans.

Worry about earthquakes. Check whether the address is in the red zone or the bradyseism zone, and ask about the building's seismic check.

Do you need help settling in Naples?

Many people settle in Naples on their own, especially with a registered lease near Line 1 or Line 6 arranged before arrival. It gets harder when the lease, the residence filing and the questura timeline must line up from abroad. Judging a building in the Campi Flegrei area from a distance is harder too.

Frequently asked questions

What are the best neighborhoods to live in Naples?

It depends on your commute and how you weigh volcanic planning zones. Newcomers most often mention Vomero and Chiaia, and also Posillipo and Fuorigrotta. Vomero is on Metro Line 1 and connected to the center by funiculars. Chiaia, Posillipo and Fuorigrotta are on or near Metro Line 6. Fuorigrotta and Bagnoli lie entirely in the Campi Flegrei red zone, and parts of Vomero, Chiaia and Posillipo do too. Check any address on the civil protection maps.

How much does it cost to live in Naples?

Rent is the biggest variable. Idealista put Naples' average asking rent at €14.7 per square meter a month in the third quarter of 2026. That is about €880 for 60 square meters. A monthly ANM transit pass costs €35, or €42 for the integrated pass that combines different operators within the city.

Is Naples safe to live in?

The data point to vehicle theft and street robbery rather than overall crime. In Il Sole 24 Ore's 2026 crime index, the province of Naples ranked 12th in Italy for crimes reported per resident. Milan, Florence and Rome had higher rates. It ranked 1st for motorcycle theft, 2nd for car theft and 5th for street robbery, but 16th for pickpocketing and 85th for home burglary.

Do you need a car in Naples?

Not if you live near Metro Line 1, Line 6 or a funicular. A monthly ANM pass costs €35. If you keep a car or scooter, look for secure parking. In Il Sole 24 Ore's 2026 crime index, the province ranked 1st in Italy for motorcycle theft and 2nd for car theft.

Is it safe to live near the Campi Flegrei?

About 500,000 people live in its red zone, which is covered by a national emergency plan. The alert level has been yellow since 2012. The ground has risen more than 150 cm since 2005, with shallow earthquakes up to magnitude 4.7 in July 2026. Soccavo, Pianura, Bagnoli and Fuorigrotta are in the red zone, which would be evacuated if an eruption alarm were declared. Check the address on the civil protection maps and ask whether the building has had a seismic check.

Where do I register my residence in Naples?

At the residence office of your municipalità, or by PEC to cambi.residenza@pec.comune.napoli.it. Foreign citizens who have never been registered in an Italian anagrafe cannot use the online ANPR service. Declare within 20 days of moving in. Registration is free, takes effect within 2 working days, and the city checks the requirements within 45 days.
