Where to live
Living in Turin: Neighborhoods, Costs and Daily Life (2026)
By Steven DavisFacts checked October 24, 2026
The short answer
Turin is divided into 8 circoscrizioni (city districts), from Centro and Crocetta to San Salvario and Lingotto. Average asking rent reached a record €13.5 per square meter a month in the third quarter of 2026 (Idealista), well below Milan's €22.4. A GTT monthly pass costs €38, one automated metro line crosses the city, and Frecciarossa trains reach Rome in just over 4 hours.

How Turin is organized
The City of Turin (Comune di Torino) is divided into 8 circoscrizioni (city districts). Each one groups several neighborhoods, and the ASL (local health authority) lists family doctors by district and circoscrizione.
| Circoscrizione | Neighborhoods |
|---|---|
| 1 | Centro, Crocetta |
| 2 | Santa Rita, Mirafiori Nord, Mirafiori Sud |
| 3 | San Paolo, Cenisia, Pozzo Strada, Cit Turin, Borgata Lesna |
| 4 | San Donato, Campidoglio, Parella |
| 5 | Borgo Vittoria, Madonna di Campagna, Lucento, Vallette |
| 6 | Barriera di Milano, Regio Parco, Barca, Bertolla, Falchera, Rebaudengo, Villaretto |
| 7 | Aurora, Vanchiglia, Sassi Superga, Madonna del Pilone |
| 8 | San Salvario, Cavoretto, Borgo Po, Nizza Millefonti, Lingotto, Filadelfia |
Your neighborhood also decides your commute. The single metro line runs from Fermi, in Collegno to the west, through Porta Susa and Porta Nuova stations to Piazza Bengasi in the south. Neighborhoods off that line depend on trams and buses.
The city is also home to the Politecnico di Torino, founded in 1859 as a school for engineers. In Il Sole 24 Ore's 2025 quality of life ranking of 107 provinces, the province of Turin placed 57th, up one place.
What rent costs in Turin
Turin is cheaper to rent than Milan, but it is getting more expensive. Idealista put the city's average asking rent at €13.5 per square meter a month in the third quarter of 2026. That is a record for Turin, up 5.6% in the quarter and 6.8% in a year.
At that average, a 70 m² apartment lists for about €945 a month. Milan's average in the same report was €22.4.
The spread inside the city is wide. Idealista's Centro district was the most expensive, at €16.9 per m², and Mirafiori Nord-Santa Rita the cheapest, at €10.6. Seven of its 9 Turin districts were at record highs. Barriera di Milano-Aurora was the only one where rents fell over the year, by 9.3%.
Idealista links the summer jump to students, young workers and people moving for a first job, all needing homes quickly. Its research office also calls Turin a market under steady pressure, not only a seasonal one.
People searching for a whole apartment in Turin report a related problem. Many listings are rooms or contratti transitori (transitional leases for temporary needs), and some landlords refuse to let tenants register residence. The fix is to ask before you sign, in writing, whether you can register your residence at the address. Turin's anagrafe (registry office), covered below, asks for documents showing you lawfully occupy the home.
Lease types, deposits and registration are covered in Renting in Italy. For a wider budget, see Cost of Living in Italy.
Getting around: metro, trams and buses
GTT (Gruppo Torinese Trasporti) runs the metro, trams and buses in Turin and the first ring of surrounding towns. The metro is automated, the first in Italy to use the VAL driverless system. It takes about 25 minutes from Fermi to Bengasi.
Metro trains start at 5:30 a.m. (7:00 a.m. on Sundays and holidays). The last departures are at 9:30 p.m. Sunday to Thursday and 1:00 a.m. on Friday and Saturday. After the metro closes from Sunday to Thursday, the M1S replacement bus covers the route, with last departures at midnight.
Fares as of October 2026:
| Ticket or pass | Price | What it covers |
|---|---|---|
| City ticket | €1.90 digital, €2.00 paper | 100 minutes on buses and trams, including 1 metro ride |
| Daily ticket | €3.70 digital, €4.50 paper | Unlimited rides until the end of service that day |
| MultiDaily 7 | €21.00 | 7 daily tickets, on days you choose |
| Weekly Formula U pass | €12.00 | 1 week on the urban network |
| Monthly Formula U pass | €38.00 | Valid from the 28th of the previous month to the end of the chosen month |
| Annual Formula U pass | €310.00 | 12 months on the urban network |
| Under 26 pass | €25.00 a month, €258.00 a year | Metro included; check eligibility with GTT |
The Formula U pass also covers Trenitalia trains in second class between the city's own stations, such as Lingotto, Porta Nuova, Porta Susa and Stura. Passes are personal and loaded on a BIP smart card.
You can tap a contactless Mastercard or Visa card at every metro gate, under GTT's Tap&Go system. On the surface, look for a yellow sticker on the front door of buses and trams. It also works on every vehicle in the new yellow-and-blue livery. The digital fare is the cheaper one.
Some discounts are for registered residents only. Turin residents aged 65 or over with an ISEE (household income indicator) under €50,000 pay €20 a month. Unemployed residents can buy an annual urban pass for €36.
Healthcare: ASL Città di Torino
Public healthcare in the city is run by the ASL Città di Torino. Once you are enrolled in the Servizio Sanitario Nazionale (national health service), you choose a medico di medicina generale (family doctor).
For adults, the ASL sets the choice area as its whole territory, not a single circoscrizione. Children under 6 must have a pediatrician, chosen within your health district. A doctor who has reached the maximum number of patients cannot take you.
There are two ways to choose:
- In person at the sportelli amministrativi (administrative counters) of the health districts.
- Online through the Region's Salute Piemonte portal ("Il mio medico") with SPID (Italy's digital identity login). The ASL processes online requests within 5 working days.
The ASL warns that a doctor close to the limit may fill up before your request is accepted. Choose a backup from the ASL's list, which is updated by district and circoscrizione (latest update September 16, 2026).
If you live in Turin but are not yet a resident, you can request domiciliazione sanitaria (health registration at your domicile). It covers work, study or health reasons. With a study course or work contract longer than 3 months, the temporary registration lasts up to a year and can be renewed.
Newcomers who are not entitled to free enrollment can pay to join. Voluntary enrollment is filed at the ASL's doctor selection counters and paid by F24 (Italy's tax payment form). It runs for the calendar year, expires on December 31 and is not backdated. By law, the yearly contribution cannot be less than €2,000. Enrollment is explained in Registering With the SSN.
The offices you will deal with
The questura (state police headquarters). The Questura di Torino is at Corso Vinzaglio 10 and Via Grattoni 3. Its Ufficio Immigrazione (immigration office) is spread over three counters while it moves to a single site, as of October 2026:
| Counter | What it handles | Hours |
|---|---|---|
| Via Tommaso Dorè 3 | Ordinary permit applications, by the appointment Poste Italiane gives you when you mail your application kit | Monday to Thursday 8:30 a.m. to 5:30 p.m.; Friday 8:30 a.m. to 1:00 p.m. |
| Via Sandro Botticelli 116 | Permit pickups | Monday to Friday 8:30 a.m. to 1:30 p.m. |
| Via Val della Torre 3 (Santo Volto) | Information on pending applications and adding documents, no appointment needed; requests for family permit appointments | Monday to Friday 8:30 a.m. to 1:00 p.m.; family appointments Thursday 1:00 to 4:00 p.m. |
The Santo Volto counter opened on August 31, 2026, replacing the one at Via Ruffini 11. The questura says the Dorè and Botticelli counters will move there gradually by the end of 2026. It presents the single site as a way to end queues outside and cut waiting times.
Under national law, you apply within 8 working days of entry to the questura of the province where you are. The permit should be issued within 90 days of the application (Legislative Decree 286/1998, article 5). Renewals are requested at least 90 days before expiry.
Practice in Turin has fallen short of that. In 2025, Il Post reported long queues outside the old office in Corso Verona, which closed that March. Non-EU residents in Turin have reported long waits in line at the counters, and months between mailing the kit and fingerprinting. What helps:
- Keep your ricevuta (the receipt that proves you applied) and your practice number.
- Check the status with the Polizia di Stato online permit check.
- For a stalled application, go to Via Val della Torre 3 on a weekday morning: no appointment is needed for information on pending files.
- If you have a documented health or work reason, ask for an earlier appointment by PEC (certified email) to dipps184.00P0@pecps.poliziadistato.it. The questura asks you to state the urgency in the subject line and attach the supporting documents.
- Before any visit, check the counter on the questura's Torino page. Addresses have changed twice since 2025, and older guides list closed offices.
Details are in the permesso di soggiorno (residence permit) guide and Questura Appointments.
The anagrafe (registry office). When you move to Turin from abroad or from another Italian town, you declare your residence within 20 days. You can:
- file online through the City's guided service, with SPID, CIE or CNS (Italy's digital identity and ID-card logins) for faster processing
- file online without a digital identity, through a separate guided form
- book an appointment at the counters of the Anagrafe Centrale (central registry office)
The City's 45 Punti di Facilitazione Digitale (digital help points) offer free help with the online form. Bring ID and documents showing you lawfully occupy the home; the City publishes a list of the ones it accepts. Non-EU citizens also need the documents in the City's Allegato A (Annex A).
Registration takes effect from the date you send it. If the checks contradict your declaration, the City writes by PEC or registered mail, and you have 10 days to respond. The new address is passed to the TARI (waste tax) office automatically.
One rule catches foreign residents later. Within 60 days of renewing your permesso, you must renew your dichiarazione di dimora abituale (declaration of habitual residence). Send it by email, by PEC or at any registry counter; it is free. Six months after a permit expires without this declaration, the City sends a registered letter, then removes you from the register after 30 days.
The general process is in Registering Residency in Italy.
Air quality and climate
Air quality is a recurring question from people considering a move to Turin. The official data show real problems and a long improvement.
ARPA Piemonte (the regional environmental agency) and the Città metropolitana di Torino (the metropolitan authority) published a preview of 2025 data in March 2026. The daily PM10 (fine particulate) limit allows 35 days a year above 50 µg/m³. Across the metropolitan network, 6 of 20 stations went over, against 8 in 2024.
days
Days in 2025 when daily PM10 exceeded 50 µg/m³ at stations inside the city. The legal limit allows 35 such days a year. Where a station has two instruments, the one with more valid data is shown; Torino Grassi is left out because ARPA flags its 2025 data as incomplete (65% valid).
Source: ARPA Piemonte and Città metropolitana di Torino, Uno sguardo all'aria 2025 (preview, March 2026)
The trend is better than the headline. At the Grassi and Consolata stations, exceedance days in the last three years were about one fifth of early-2000s levels. The annual PM10 limit has been met at every station since 2018.
Nitrogen dioxide met its legal limits at every station for the first time in 2025. The Rebaudengo traffic station, the last one over the annual limit, fell from 42 µg/m³ in 2024 to 39. Ozone remains a problem: its health target was exceeded at 9 of 12 stations.
The weather explains part of this. Il Sole 24 Ore's 2026 climate index uses 2015 to 2025 data from 3bmeteo. It found Turin has the worst air circulation of any provincial capital. It counts 162 periods of stagnant air a year (at least 4 days with under 1 mm of rain), and ranks Turin 90th overall.
ISTAT puts Turin's 1981 to 2010 average annual temperature at 13.9°C (57°F). In 2023, the city ran 2.0°C above that average.
Getting to the airport and other cities
Turin Airport, at Caselle. The airport handled 5,006,169 passengers in 2025, a record, according to its operator SAGAT. Your options into the city:
- Train to Torino Porta Susa in about 30 minutes, every day, for €3.70. On weekdays, the first train leaves the airport at 6:00 a.m. and the last at 10:28 p.m.
- Arriva bus to Piazza Carlo Felice, by Porta Nuova, in 45 to 50 minutes, for €7.50 (€1 more if bought on board).
- Flibco bus to Porta Nuova and the Corso Vittorio Emanuele II bus station in about 30 minutes, from €3.99 online. Buses leave the airport every 30 minutes, from 4:45 a.m. until midnight.
High-speed trains. Trenitalia runs 32 Frecciarossa trains a day between Turin and Rome, taking just over 4 hours. Departures from Torino Porta Nuova run from 5:50 a.m. to 7:00 p.m., with changes on weekends. Trenitalia's Frecciarossa between Milan and Paris also stops in Turin, then runs via Lyon. Booking and fares are covered in Trains in Italy.
Common problems and fixes
A lease that won't let you register residence. Ask before signing, in writing. Without it, you cannot register at the anagrafe, and resident-only transit discounts are out of reach.
Going to a closed immigration office. Check the questura's Torino page before you travel. The Via Ruffini counter closed on August 31, 2026, and the Corso Verona office in March 2025.
A permit application that seems stuck. Keep your ricevuta and check online. Then ask at Via Val della Torre 3, without an appointment, on a weekday morning.
A family doctor who fills up before your request goes through. Pick a backup from the ASL's list. For adults, any doctor in the city with open places qualifies.
Losing residence after a permit renewal. Send the declaration of habitual residence to the anagrafe within 60 days of collecting the new permit.
Paying more than needed for transit. Use digital tickets or contactless, not paper. Buy a monthly pass from the 28th of the previous month, when it becomes valid.
Do you need help settling in Turin?
Many people settle in Turin on their own, especially with a lease that allows residence and a home near the metro or a tram line. It gets harder when the lease, the questura timeline and health enrollment all have to line up from abroad.
Frequently asked questions
Is Turin a good place to live?
It depends on your priorities. Turin is cheaper to rent than Milan, Florence or Rome, with an average asking rent of €13.5 per square meter a month in the third quarter of 2026 (Idealista), against €22.4 in Milan. It has an automated metro line and fast trains to Rome. The trade-offs are air quality and a climate that Il Sole 24 Ore's 2026 index ranks 90th among provincial capitals. Its 2025 quality of life ranking placed the province 57th of 107.
How much does it cost to rent in Turin?
Idealista put Turin's average asking rent at €13.5 per square meter a month in the third quarter of 2026, a record for the city and 6.8% higher than a year earlier. A 70 square meter apartment at that average lists for about €945 a month. Centro was the most expensive district at €16.9 per square meter, and Mirafiori Nord-Santa Rita the cheapest at €10.6.
What are the best neighborhoods to live in Turin?
It depends on budget and commute. The city's 8 circoscrizioni range from Centro and Crocetta to San Salvario, Lingotto and Mirafiori. Idealista's priciest districts are Centro, San Salvario and Crocetta; Mirafiori Nord-Santa Rita and Barriera di Milano-Aurora are the cheapest. Living near the metro line, which runs from Fermi through Porta Susa and Porta Nuova to Bengasi, makes daily life easier.
How much is a monthly transit pass in Turin?
GTT's monthly Formula U pass costs €38 and the annual one €310, as of October 2026. It covers buses, trams and the metro on the urban network, plus Trenitalia trains in second class between the city's own stations. A single City ticket costs €1.90 bought digitally or by contactless card, or €2.00 on paper.
Where do I apply for my permesso di soggiorno in Turin?
You mail the application kit at a post office, and Poste Italiane gives you an appointment at the questura counter at Via Tommaso Dorè 3. Permits are collected at Via Sandro Botticelli 116, and the Santo Volto counter at Via Val della Torre 3 answers questions on pending files without an appointment. The questura plans to bring all counters to Santo Volto by the end of 2026.
Is the air quality bad in Turin?
It is a real concern, but improving. In 2025, 6 of 20 stations in the Turin metropolitan network went over the 35 days a year allowed above the daily PM10 limit. Nitrogen dioxide met legal limits at every station for the first time, and exceedance days at the longest-running city stations are about a fifth of early-2000s levels.
