Where to live
Living in Florence: Neighborhoods, Costs and Daily Life (2026)
By Alessandro MichelizziFacts checked October 24, 2026
The short answer
Florence is split into 5 quartieri (districts), and most of its more than 360,000 residents live outside the historic center. How Florence is organized
Florence has more than 360,000 residents, according to Il Post (May 2026). The comune (municipality) is divided into 5 quartieri (districts), each with an elected council and its own offices.
| Quartiere | Name | Council office |
|---|---|---|
| 1 | Centro Storico (historic center) | Piazza Santa Croce 1 |
| 2 | Campo di Marte | Villa Arrivabene, Piazza Alberti 1/a |
| 3 | Gavinana Galluzzo | Via Tagliamento 4 |
| 4 | Isolotto Legnaia | Via delle Torri 23 |
| 5 | Rifredi | Villa Pallini, Via Baracca 150/p |
The Florence that visitors know is a small part of the city. The UNESCO area, a circle of about 2 km that roughly matches the historic center, had 35,954 residents at the end of 2024. That figure is city data, as reported by Il Post.
Which neighborhoods to consider
The descriptions below come from Feel Florence, the official tourism site of the Comune and the Metropolitan City of Florence.
| Area | Where it is | Character |
|---|---|---|
| Oltrarno: Santo Spirito, San Frediano | South of the Arno, inside the city walls of 1173 | Known for centuries as the home of Florence's artisans; the Boboli and Torrigiani gardens are here |
| Campo di Marte | Quartiere 2, northeast | Laid out in the 1800s for army training and parades; home to the Artemio Franchi stadium |
| Gavinana and Galluzzo | Quartiere 3, southeast | Rich in green space around former villages such as Galluzzo, Gavinana and Ponte a Ema |
| Isolotto and Legnaia | Quartiere 4, southwest, on the left bank of the Arno | Grew along Via Pisana; Isolotto opened in the 1950s as a working-class district |
| Rifredi | Quartiere 5, from Via Bolognese to Novoli and Peretola | The largest district, reaching the hills above Careggi hospital |
Two anchors help with commuting. Tram T1 runs through Santa Maria Novella station to Careggi hospital. The city bus ticket also works on regional trains at 9 stations inside Florence, including Rifredi, Campo di Marte and Statuto.
Rent is the biggest cost. Idealista put Florence's average asking rent at €21.7 per square meter a month in the third quarter of 2026, second only to Milan. Rents by zone, deposits and the short-term rental rules are in Apartments for Rent in Florence. For a full budget, see Cost of Living in Florence. Families comparing schools can start with International Schools in Italy.
Getting around: buses and the tram
Autolinee Toscane (AT) runs Florence's buses. Feel Florence describes the bus network as widespread and the tram network as still developing. Two tram lines run today:
- T1: Villa Costanza to Careggi Ospedale, through Santa Maria Novella station. It has 26 stops over 11.5 km, about 40 minutes end to end (city figures from 2018).
- T2: the airport to San Marco. Its extension from Fortezza to San Marco opened on January 25, 2025. The city put the full trip at about 35 minutes and announced T2 service from 5:00 a.m. to 12:30 a.m., and until 2:00 a.m. on Friday and Saturday.
Line 3, from Piazza della Libertà toward Bagno a Ripoli, is under construction.
One AT urban ticket covers the buses and both tram lines. It also works on regional trains at 9 Florence stations, and on urban buses in 12 neighboring towns such as Fiesole and Scandicci. Fares from August 1, 2026:
| Ticket | Price | Notes |
|---|---|---|
| Single ticket | €2.00 | Valid 90 minutes in Florence |
| Bought on board from the driver | €3.00 | Only when on-board sale is available |
| 10 rides | €18.20 | |
| Monthly pass | €42.20 | €31.00 with an ISEE (income-based) discount |
| Quarterly pass | €104.50 | |
| Annual pass | €342.80 | €278.70 for students |
On AT buses you can also tap a contactless Visa, Mastercard or American Express card, or a phone, instead of buying a ticket. A ticket bought this way is not valid on trains. If you buy a pass, carry your tessera sanitaria (health card): AT checks passes against your codice fiscale (tax code). For trains beyond the city, see Trains in Italy.
Driving and the ZTL in the center
The whole historic center is a ZTL (zona a traffico limitato, limited traffic zone). Access, driving and parking inside it follow special rules. Gates at its edges read the plate of every vehicle that passes. The city's mobility pages list these hours:
| Sectors | Active hours |
|---|---|
| A, B and O | 7:30 a.m. to 8:00 p.m. Monday to Friday; 7:30 a.m. to 4:00 p.m. Saturday; all year |
| All sectors (A, B, O, F and G), summer nights | 11:00 p.m. to 3:00 a.m. on Thursday, Friday and Saturday nights, from the first Thursday of April to the first Sunday of October |
Some gates, reserved for buses and emergency vehicles, are closed to other traffic 24 hours a day. For more information, the city's page points to Servizi alla Strada SpA. Check the current season's start date on the city's site each spring.
Drivers on Florence's subreddit, often in rental cars, repeatedly ask about fines after entering a gate by mistake, sometimes while following a maps app. Before you drive, check the city's ZTL map, and ask your landlord whether your street sits inside a sector. More in ZTL Zones in Italy.
Healthcare: ASL Toscana Centro
Public healthcare in Florence is run by the Azienda USL Toscana Centro, a local health authority that also covers Prato, Pistoia and Empoli. To enroll in the Servizio Sanitario Nazionale (national health service), book an appointment. Call 055 54 54 54 (option 2), or book at a pharmacy.
Florence's enrollment offices, as listed by the ASL in July 2026:
- Casa di comunità D'Annunzio, Via D'Annunzio 29
- Presidio Santa Rosa, Lungarno Santa Rosa 15
- Presidio Canova, Via Chiusi 4/2
- Administrative desk, Via Chiantigiana 37
- Casa della salute Morgagni, Viale Morgagni 33 (its administrative services moved temporarily to Careggi hospital on December 16, 2025)
- Casa di comunità Le Piagge, Via dell'Osteria 18
Some permits, such as one issued on an elective residence visa, do not give automatic enrollment. You can buy private insurance or enroll voluntarily, paying an annual contribution of at least €2,000 under article 34 of Legislative Decree 286/1998. The city's 2025 guide for migrants says Florence's ASL takes voluntary enrollments by email at iscrizionivolontarie.firenze@uslcentro.toscana.it. Details are in Registering With the SSN and Voluntary SSN Enrollment.
For emergencies, call 112, the single emergency number for police, fire and ambulance across Tuscany (Regione Toscana). The Australian Embassy in Rome lists Careggi and Santa Maria Nuova as Florence's public hospitals with full emergency services. Its list also names English-speaking private doctors in Florence. See also Finding an English-Speaking Doctor in Italy.
The offices you will deal with
The questura (state police headquarters). The Questura di Firenze is at Via Zara 2. Its Ufficio Immigrazione (immigration office), at Via della Fortezza 17, handles the permesso di soggiorno (residence permit) for the whole province.
Under national law, you apply within 8 working days of entering Italy. You file a renewal at least 90 days before your permit expires. The permit should be issued within 90 days of the application. While you wait, you may legally stay, even past that deadline, unless the authorities notify a reason to refuse (Legislative Decree 286/1998, article 5).
The questura's own page sets out how it works in Florence:
- File most applications, including elective residence, study and work permits, with a kit at a post office. Permits for family members of Italian or EU citizens are booked instead on the Prenota Facile portal.
- Go to the immigration office on the date given by letter or SMS for photos and fingerprints. Bring the letter, your postal receipt, your payment slip, your passport and original documents. If you miss that date, a new one is sent. If you miss the second without a valid reason, the file is closed, per the questura's February 2026 page.
- Track the file on the Polizia di Stato permit check, and your appointment date on portaleimmigrazione.it.
- Collect the card on the date sent to you by SMS, in person. Make sure your phone number in the file is correct.
The questura's counter hours, last updated in August 2023, are 8:00 a.m. to 2:00 p.m. and 2:30 to 5:30 p.m. Monday to Thursday. On Friday they are 8:00 a.m. to 2:00 p.m. A desk for documents the office has asked for opens on Tuesdays from 2:30 to 5:30 p.m. Patronati (free advice offices) in the Florence area can help you fill in the forms at no cost.
In practice, waits can be long. Residents on Florence's subreddit reported in 2024 that renewal fingerprinting dates were set many months out. On October 21, 2026, the questura announced 4 precautionary measures over the line outside the office on Via della Fortezza. The suspects are accused of seizing the first places. They waited from the previous afternoon, then sold places, often for more than €100.
What helps:
- If you filed by post, your dates come by letter or SMS, including a new one if you miss the first. The questura says counter staff are not authorized to hand out further appointments. Never pay anyone for a place in line.
- To move an appointment earlier, write by PEC (certified email) to dipps132.00p0@pecps.poliziadistato.it. Attach proof of the urgency, with your surname, name, date and place of birth, and receipt number in the subject.
- Planning a trip? The questura says the postal receipt does not let you travel. With the receipt and your expired permit, you can only return directly to your home country, with no Schengen stopover. Ask to bring the appointment forward at least 45 days before you leave.
Details are in the permesso di soggiorno guide and Renewing Your Permesso di Soggiorno.
The anagrafe (registry office). Non-EU citizens arriving from abroad register residence by sending the Comune di Firenze a signed declaration form. Scan the documents into one PDF and send it:
- by email to iscrizioni.anagrafe@pec.comune.fi.it, a PEC address that also accepts ordinary email
- by registered mail to Comune di Firenze, Direzione Servizi Territoriali e Protezione Civile "RESIDENZA", Palazzo Vecchio, Piazza della Signoria, 50122 Firenze
- by fax to 055 26 16 903, which the city warns can be hard to read and slow the process
The national online service (ANPR) is not available to foreigners registering from abroad. For each person, include a valid passport and visa, your codice fiscale, and your permesso di soggiorno. If your permit has expired, the renewal receipt counts when the renewal was filed within 60 days of expiry. You must also declare the home for TARI (the waste tax).
The city's 7 local registry counters, called PAD (punti anagrafici decentrati), see people by appointment. Book through the 055 055 contact center, Monday to Saturday from 8:00 a.m. to 8:00 p.m., or online. The general process is in Registering Residency in Italy.
Summer heat
Summer is the season to plan your housing around. LaMMA, Tuscany's weather and climate consortium, publishes 1991 to 2020 averages for the Florence Peretola station:
°C
Average daily maximum temperature by month, 1991 to 2020, at the Florence Peretola weather station (Italian Air Force data).
Source: LaMMA (Tuscany's weather and climate consortium), Florence climatology 1991 to 2020
- An average high of 32.2°C (90°F) in July and 32.5°C (90.5°F) in August
- 24 days a year above 34°C (93°F) on average, and 69 in 2003
- A record high of 41.3°C (106°F) on August 1, 2017
Recent summers have run hotter. LaMMA counted 22 tropical nights, with lows above 20°C (68°F), in Florence in summer 2025. By early August 2026, Florence had passed 36°C (97°F) on 27 days, with as many tropical nights. LaMMA called July 2026 the hottest month recorded in Tuscany since 1955.
People renting in Florence regularly ask on the city's subreddit whether they need air conditioning. Before you sign a lease, ask about air conditioning, shutters and which way the windows face. More in Weather in Italy.
Tourist pressure in the center
City data reported by Il Post count more than 4.7 million tourist arrivals in Florence in 2025, 10% more than in 2024. La Nazione reported 11.5 million overnight stays. The Regione Toscana's 2025 report puts the Florence tourist area at 25% of all overnight stays in Tuscany.
In the center, the ratio is stark. The UNESCO area has almost 3 tourist beds per resident, counting hotels and short-term rentals. That is city data reported by Il Post in May 2025. The city has frozen new tourist rentals there since May 31, 2025, and in surrounding zones since June 19, 2026. What that means for renters is in Apartments for Rent in Florence.
Getting to the airports
- Florence (Amerigo Vespucci), in Peretola. The airport is 5 km from the center and linked to it by tram T2. Riders heading to the center can get off at Valfonda, Alamanni or Fortezza. It handled 3.8 million passengers in 2025, its best year.
- Pisa (Galileo Galilei). It handled almost 6.0 million passengers in 2025. The PisaMover people mover links the terminal with Pisa Centrale station (platform 14), every 5 to 15 minutes from 6:00 a.m. to midnight. Buy one Trenitalia ticket with Pisa Aeroporto as your departure or arrival station; the €6.50 PisaMover fare is added to the train fare.
Common problems and fixes
A ZTL fine after a wrong turn. Learn the sectors and hours above. Check your route against the city's ZTL map, not only a maps app, before you drive in.
A permit appointment months away. File renewals at least 90 days before expiry. If the date clashes with travel or work, ask by PEC to move it, with proof of the reason.
Someone selling a place in the questura line. Don't pay. Postal-kit appointments arrive by letter or SMS, and the questura says counter staff are not authorized to give out further ones.
A residence application with no SPID. You don't need one. Send the form by email or PEC to the anagrafe instead.
A train ticket that won't work. A ticket bought by tapping a bank card on the bus is not valid on trains. Buy a regular urban ticket if you plan to use the trains inside Florence.
An apartment without air conditioning. Ask before you sign. Budget for a portable unit if you will spend July and August in the city.
Do you need help settling in Florence?
Many people settle in Florence on their own, especially when they arrive with a lease that allows residence registration. It gets harder when the lease, the questura appointment and a school start date all have to line up from abroad.
Frequently asked questions
What is the best neighborhood to live in Florence?
It depends on what you need. The Oltrarno, around Santo Spirito and San Frediano, is the historic artisans' quarter inside the old walls. Campo di Marte lies in the northeast, Gavinana and Galluzzo in the green southeast, and Isolotto and Legnaia in the southwest. Rifredi, the largest district, runs from Via Bolognese to Novoli and Peretola. Living near tram T1 or T2, or near a city train station covered by the bus ticket, makes daily life easier.
How much does it cost to live in Florence?
Rent is the biggest variable. Idealista put Florence's average asking rent at €21.7 per square meter a month in the third quarter of 2026, second only to Milan. A monthly Autolinee Toscane pass for buses and trams costs €42.20, or €342.80 for a year, at fares in force from August 1, 2026.
Do you need a car in Florence?
Not necessarily. Buses, 2 tram lines and regional trains at 9 city stations share one urban ticket. Driving into the center is restricted. Sectors A, B and O of the ZTL are active from 7:30 a.m. to 8:00 p.m. on weekdays and 7:30 a.m. to 4:00 p.m. on Saturdays.
How hot does Florence get in summer?
Hot. From 1991 to 2020, the average high at Florence Peretola was 32.5°C (90.5°F) in August, with 24 days a year above 34°C (93°F). The record is 41.3°C (106°F), set on August 1, 2017. By early August 2026, Florence had passed 36°C (97°F) on 27 days, according to LaMMA.
Where do I apply for a permesso di soggiorno in Florence?
Most permit types, including elective residence, study and work permits, start with a kit filed at a post office. The questura's Ufficio Immigrazione at Via della Fortezza 17 then calls you in by letter or SMS for photos and fingerprints. Later, an SMS gives the date to collect the card.
Which airport is closest to Florence?
Florence's Amerigo Vespucci airport, in Peretola, is 5 km from the center and linked to it by tram T2. Pisa's Galileo Galilei airport handles more passengers, almost 6.0 million in 2025 against 3.8 million in Florence. From Pisa, the PisaMover runs to Pisa Centrale station, where trains continue to Florence on a single Trenitalia ticket.
